Cannot import Views file in Personalization form

Hello everybody and thanks for reading.
 
Does anybody know what is a Platform Locked View ?
 
In Personalization form, when we do Import Views => User views and then Browse, we get a wrong use of function error.
 
Debugging, the problem seems to be because of the FormRunConfigurationSerializer instance which has a Sope = "PlatformLocked".
 
 
There is a little explanation on the test for PlatformLocked, but it's not really comprehensible:
It is all standard code.
 
They've been using the same xml file for the views on previous versions without any problem.
This problem arised since testing the feature on version 10.0.41.
 
What does this mean and what can be done to fix this ?
