Please refer the link below for more details on the Dynamics 365 business edition.
Some of the major differences are -
1. # of users -
Business Edition can only have upto 300 user licenses.
Anything above 300 users you will need to go with Enterprise Edition.
2. Dual use licenses
Enterprise Edition will give you dual use licenses (cloud and on premise)
3. Operations licenses
The Dynamics 365 Operations (AX-7) is only available with Enterprise Edition
