I want to customize the App for Outlook.
1) I need the Account as a mandatory field, when a Contact is created:
2) I want to extend the '+' Action with other Activity Types like for example 'Letter':
Is this possible? And where can I configure this?

1) simply in CRM go under customizationCustomize the system, select contact entity, extend fields, open Account Name field
Finally change the "Field Requirement" level
2) simply in CRM go under customizationCustomize the system, select letter entity and check "Enable for mobile"
