populate field from two option set using MS flow

Hi there ,
I am new to MS Flow so any help is appreciated.
i have two entities one is called accounts where i am using global option set called account rating , the second entity is called issues where i am using global option set called  issue rating . 
 One account can have many issues , issue can be linked to one account only.

what i want to do i have a filed in the accounts form called risk assessments i want the field to show the accounts rating and the issue rating combined 
 but issue rating has 3 options (A,B,C) A is the highest  C is the lowest i want to compare all the issue related to the account and show the highest 

EX

 Account X rating is  1  and  has 2 issues related with rating A and B i want the  field to look like this 

risk assessment = 1  A

 Account Y rating is  1 and  has 2 issues related with rating B and C i want the  field to look like this 

risk assessment = 1  B
