Users are saying it was working, but now it isn't anymore.
If we try to use F1, it goes to a dnserror page.
Where is this configured? It seems there are no Help Server in NAV2013, so I'm not sure how the F1 key works.

That is for NAV 2015. In NAV 2013 there is no Help Server.

OK It may be the Client Settings file needs to pointed correctly.
Check ClientUserSettings.config file (in Users\Username\AppData\Roaming\Microsoft\Microsoft Dynamics NAV\71)
Look for the two keys:
<add key="HelpServer" value="servername" />
<add key="HelpServerPort" value="49000" />
Make sure they're the same as for other users who can access F1 help.
I have NAV 2013 version 70, not NAV2013 R2.
These settings don't exist in version 70 because there was no Help Server in that version

When you install NAV client, did you install the Help as well ?
Yes I did, if you are talking about the "Documentation" node.
In fact, the help works fine if we use the left menu, but the F1 contextual help (ex.: from a field) doesn't work.
