What is the best way to view inventory cost by location? On the item card, we’re only able to see average cost between all the warehouses.
Try applying the location code flow filter on the page per location

Using BC as an example
You have a "Filter totals by" area on list pages and on some card pages. This alters fields which sum, count etc. data. Applying the filter carries over to the average cost calc. overview page
You can read some more about the theory behind the flow fields here even tough my example is from the chart of accounts the theory is the same.
Adding to Josh's reply... Use the Location Flow Filter on the Card or List to see the Item Unit Cost. If you have more than 1 Location, you should have setup Stockkeeping Units. This would have given you Costs by Location when you look at the Cards.
