We are planning to decommission D365FO, because client is shutting down all the business. So I have few questions with respect to it, Please help me if possible.

All the decommissioning happens through LCS. I have not done it for any production environment but you can check option in LCS, if you face any issue you can contact Microsoft support.
There is no client available for you to attach db. You will have to redeploy VM or download VM and attached DB there.
You can take all necessary backups , if you are using source control your code must be there .
And of course you can export prod database, and restore it to your SQL server. This way you can access the data without a D365FO system.
I do think contacting Microsoft Support would be the best option. They would probably be able to guide you how to perform this task.
Decommision of PROD environments happens with contacting Microsoft as Microsoft manages/maintains production environments in D365FO.
Download and create D365FO VM on-premise and restore DB backup there. It will be your only option other than Azure
