Is it possible to have multiple approvers on a Project for Time Entry and Expense approvals?
The workflow engine allows multiple approvers and many other combinations. So yes it should be possible.
You can try "Microsoft flow" through which you can configure multiple approval notification and get approved.

Alan you can set multiple Project Approvers for a project. On the Team Member View select a booked resource -> Edit -> Project Approver = Yes.

@Antti I don't recognize the forms you included. Can you provide the menu path for them? are you sure this is not D365 for field services?
Hi Zvika. I updated the photos in my original message. I have used version 9.0 of D365 but the logic is the same in version 8.2.
Menu path for Project Approver:Project Service -> Projects -> select a project record -> choose additional records arrow from the very top next to the project's name -> Project Team Members -> select a record -> Edit
Time Entries:Project Service -> Time Entries
Project Approvals:Project Service -> Project Approvals
Are there also possibilities to have multiple approvers in case of non-project time/expense entries? For now, the only person that can approve is the "Manager" of that user, but we are looking into a scenario where a team of users can handle approvals of entries that are not related to Projects (we've created a custom link with Work Orders).
