I get the following error constantly whenever I want to open dynamics 365 dashboards. it happens to all users.
"An error has occurred.
Try this action again. If the problem continues, check the Microsoft Dynamic 365 Community for solutions or contact your organization's Microsoft Dynamics 365 Administrator. Finally, you can contact Microsoft Support."
actually, it happened when I was trying to add a business unit.once I saved it showed an error "your access to Microsoft dynamic 365 has not yet been fully configured"
and after that, it has begun to show the error "An error has occurred."
I tried the resolution in this page but doesn't work
I checked with 3 different browser,
chrome and firefox show the error mentioned above.
IE login pop-up keep asking for password while the password and credentials are correct
any idea how I can resolve this problem?

Are you online or on-premise? Is ADFS enabled?
I would also recommend applying the latest cumulative update. You are on a very old version and there have been several bug fixes implemented since.
Does a user with the System Administrator role have any issues logging in? Is the issue only with accessing the Dashboards? Can you access a direct link such as:

ADFS was not enabled. I install it but nothing changed. I will try to use a cumulative update and let you know the result
Yes it does. none of the users can login.
I can not access any links. the same error is shown.
I Updated and the problem still there!
Sounds like an authentication issue. Check the event log on the CRM server for any errors. Also, you can enable tracing again and reproduce the issue and then post the entire log here (omitting any personal details). That first log you posted doesn't really show the root cause. Those error codes are usually pretty generic and not useful in diagnosing the issue.
